China Organic Food Certification Center (COFCC) is a specialized institution under the Ministry of Agriculture and Rural Affairs dedicated to promoting the development of organic agriculture.
In accordance with the functions and responsibilities assigned to the China Green Food Development Center (CGFDC) by the State Commission Office for Public Sector Reform, CGFDC established the Joint Linkage Mechanism Office for Organic Agriculture and Organic Agricultural Products (hereinafter referred to as the “Organic Office”).
The daily operations of the Organic Office are undertaken by COFCC.
Based on the working system of CGFDC, agricultural and rural administrative working institutions have been established in provinces, autonomous regions, and municipalities nationwide.
At present, COFCC has formed a comprehensive organizational system comprising 36 provincial-level working institutions, 10 regional workstations, 1 research center in Suzhou, and 324 registered organic product inspectors engaged in organic certification work.
Leveraging the institutional and technical strengths of the agricultural system, COFCC has built a first-class team of agricultural technical experts and established the Organic Agriculture and Organic Agricultural Products Expert Consultation Committee.
The Committee is composed of 42 experts, including academician Li Peiwu, as well as specialists from universities, research institutes, green food (green and high-quality agricultural products) institutions, and organic production enterprises, providing strong guidance and technical support for high-quality and innovative development.
COFCC has also established a professional technical review expert team.
A total of 28 technical review experts covering multiple industry sectors have been appointed, and 47 expert review meetings were organized throughout the year, ensuring rigorous technical evaluation and quality control in the organic certification process.
Over the years, COFCC’s organic certification business has maintained steady and sound development and remains a national leader in terms of the number of certified operators, certified products, and the proportion of organic products bearing organic anti-counterfeiting labels or organic codes.
To date, COFCC has provided certification services to 1,402 organic clients in 25 countries and regions, certified 5,288 organic products, and issued 1,937 organic certificates.
COFCC has also certified 53 overseas enterprises from 25 countries and regions. In particular, COFCC has established extensive cooperation with international organizations, including IFOAM – Organics International, ACO (Australia), JONA (Japan), BioGro (New Zealand), and BIOAUDITA (Chile).

To better serve certified clients, COFCC provides technical support by organizing and compiling the Annual Development Report on Organic Agriculture and Organic Agricultural Products in China, the Encyclopedia of Organic Agriculture Knowledge, the General Handbook of Technical Standards for Green and High-Quality Agricultural Products, as well as a series of organic production operating procedures.
COFCC also provides diversified production–marketing linkage platforms for certified clients.
It organizes organic agricultural product brand training programs, production–sales matchmaking activities, and “green and high-quality agricultural products entering campuses” initiatives to help enterprises expand sales channels.
COFCC organizes certified enterprises to participate in the China International Agricultural Products Fair, showcasing products in the “Green, Organic and Geographical Indication Agricultural Products” exhibition area.
For many consecutive years, COFCC has hosted the China International Organic Food Expo, which has become one of the most influential professional organic exhibitions in China.
