The Transaction Certificate(TC for short) is a transaction proof of organic products provided by the certified organization to the buyer, used for the traceability of organic products and the accounting of sales volume. When a certified organization sells certified products, it shall apply to the certification body for a TC. For products that use an organic code, the certification body may not issue a TC. If both an organic code and a TC are used for the same product, the certification body shall implement effective controls to avoid double counting of the production volume.

The certification body shall establish application and management procedures for TC and organic codes to ensure that the quantity of organic product sales is controllable and traceable.
The certification body shall review the scope and quantity of certified products, invoices, shipping documents (if applicable), and other relevant documents in the supply agreement between the certified organization and the buyer. If the requirements are met, an organic product TC shall be issued. If an invoice has not been issued before the TC is issued, the invoice may be issued after the transaction is completed and submitted to the certification body for verification of the traded product quantity. If the requirements are not met, the certification body shall supervise the organization to make corrections; otherwise, no TC shall be issued.
The TC shall be provided by the certified organization to the buyer. The certified organization shall retain a copy of the issued TC for audit by the certification body.
The certification body may determine the production volume of processed certified products using externally sourced organic ingredients during the validity period of the certification based on the availability of organic ingredients (e.g., by reviewing procurement contracts, the quantity of organic ingredient certificates, etc.). However, organic codes or TC shall be issued according to the batches of externally sourced organic ingredients and the actual quantity of processed products.
The certified organization shall establish a traceability system related to TC and organic codes to achieve full-process traceability from raw materials to finished products. Certified organizations are encouraged to digitalize the traceability of TC and organic codes.
